Defense lawyer Michael Poa argues that 16 votes are required to convict Vice President Sara Duterte, saying the Constitution requires a two-thirds vote of all members of the Senate. During the oral arguments before the Impeachment court, Poa said that absences, abstentions, or non-participation did not create vacancies and should not change the 24-member denominator.
