During his visit to Europe this week, Canadian Prime Minister Mark Carney has the opportunity to put flesh on the bones of a call he made in January for an “alliance of middle powers”. The idea of countries beyond the big two – China and the US – setting their own global agenda and making a worldwide impact is attractive on many levels.
