BAGUIO CITY — The National Commission on Indigenous Peoples (NCIP) said the opposition of Mankayan residents to the renewal of Crescent Mining Development Corp.’s (CMDC) Mineral Production Sharing Agreement (MPSA) must be considered within the collective decision-making process of the Mankayan ancestral domain.
