CEBU CITY — A property inside Monterrazas de Cebu has put Mayor Nestor Archival Sr. at the center of a conflict-of-interest complaint, but the Cebu City’s chief executive maintained on Monday that his ownership did not influence his decision not to issue a cease and desist order against the controversial development.
