BAYOMBONG, Nueva Vizcaya — Gov. Jose Gambito has sounded the alarm and is calling for stronger action against the use of customary settlements in rape cases involving children belonging to Indigenous tribes, warning that “resolving such crimes outside the courts puts victims at risk and undermines justice.”
