EARLIER this week, news emerged that the Court of Appeals had overruled the Energy Regulatory Commission (ERC) in the latter’s revocation of the Provisional Authority to Operate (PAO) for the Villar-owned S. I. Power Corp. (Sipcor) in Siquijor, potentially paving the way for the atrociously bad generation firm to again start providing appallingly inadequate service to the island province.
