Governor calls for master plan to end perennial flooding problem

Pampanga Gov. Lilia Pineda said a significant part of the province, particularly low-lying areas, have been flooded even as the provincial government prepares a master plan to address the perennial problem that contributed to the hardship of Kapampangans.
