A tropical depression outside the Philippine Area of Responsibility has developed into a tropical storm. The storm is named "Saudel." (Sow-del) It was about three-thousand kilometers east of northeastern Mindanao as of this afternoon, according to PAGASA. The weather bureau says the storm was almost stationary.
