KUALA LUMPUR — On a map, Ceuta and Gibraltar may appear almost insignificant. One is a Spanish enclave on the North African coast, the other a British overseas territory at the southern tip of the Iberian peninsula. Yet both occupy locations of considerable strategic importance, and both remind us that history, particularly colonial history, rarely disappears simply because generations have passed.
