BAYOMBONG, Nueva Vizcaya — A P67.3 billion alternate highway to Dalton Pass is the focal point of the P77.9 billion infrastructure package being proposed for inclusion in the 2027 and 2028 National Expenditure Program to improve connectivity, agriculture and digital services in Region 2 (Cagayan Valley).
