LAST week I suggested that perhaps we Filipinos have been asking the wrong questions. For generations we have searched for the president who would finally rescue the Republic. Every election becomes another national audition for a savior. And every administration eventually discovers the same frustrating reality: Governing a country is infinitely more difficult than winning an election.
