Morocco's ​Interior ​Ministry has said that recent ⁠mass crossings ​to the Spanish ⁠enclaves of Ceuta and Melilla were fuelled by misinformation, human ​trafficking ⁠networks ‌and misinterpretation of ​a Spanish ruling banning immediate returns of migrants intercepted at sea.
