President Lee Jae Myung’s state visit to Brazil could become a turning point in relations between Korea and Brazil. Yet history offers a cautionary lesson. Despite more than six decades of diplomatic relations, the two countries have never fully translated their enormous complementary strengths into sustained strategic cooperation.
