FOR Asean, diplomacy has seldom been about spectacular breakthroughs. More often, it is about keeping disagreements manageable, communication channels open, and crises from spiraling out of control. The recently concluded Asean Foreign Ministers’ Meeting in Manila illustrated this reality once again. Much attention naturally focused on the bilateral exchanges between senior US and Chinese officials on the sidelines.
