THE heartbreaking school shooting in Tacloban, allegedly involving two minors, has once again brought the Juvenile Justice and Welfare Act into the national spotlight. Once more, Filipinos are asking whether the age of criminal responsibility should be lowered, whether the present system has become too lenient, and whether our existing rehabilitation programs are truly helping children who have gone astray.
