Before the Philippine Ports Authority (PPA) was established in 1974, responsibility for the country’s ports was spread across several government agencies. Port construction and maintenance, cargo operations, revenue collection and local administration were handled separately, resulting in overlapping responsibilities and varying management practices throughout the archipelago.
