MANILA, Philippines —Manila 6th District Rep. Bienvenido Abante Jr. on Tuesday filed a libel and cyber libel complaint before the Manila Prosecutor's Office, which is under the Department of Justice, against the 18 people, known as former Marines, who claimed that they delivered money in suitcases to several former and incumbent lawmakers.
