MANILA, Philippines — A moving structure manned by six men was spotted by the Armed Forces of the Philippines (AFP) in Bajo de Masinloc in an aerial surveillance proving the presence of an alleged illegal construction being done in the contested waters, AFP chief Gen. Romeo S. Brawner Jr. said.
