THE complaint recently filed against Commission on Higher Education (CHED) chairperson Shirley Agrupis should not be viewed merely as a dispute involving one official. It raises a deeper and more consequential question: whether institutions such as the Commission on Higher Education can carry out difficult reforms without being weakened by internal political maneuvering.
