MANDAUE CITY — Thousands of housing units in Cebu remain unavailable to buyers as delays in the issuance of licenses to sell (LTS) continue to prevent developers from launching new residential projects, tightening housing supply and limiting options for homebuyers, particularly overseas Filipino workers (OFWs).
