Harsha queries how ERD paid US$ 2.5 Mn

Committee on Public Finance Chairman (CoPF) MP Harsha de Silva questioned how the External Resources Department (ERD) of the Finance Ministry could be involved in the payment of US$ 2.5 million stating that according to the law, the External Resources Department is only responsible for negotiating bilateral loans.
