Sri Lanka measures its workforce obsessively. It just doesn’t measure half of it. Every quarter, the Department of Census and Statistics publishes Sri Lanka’s Labour Force Survey – a meticulous document tracking employment, unemployment, sector, and work arrangement across the country. By any technical standard, it is rigorous. What it measures, it measures well; but what it does not measure is really the problem.
