The Public Administration, Provincial Councils and Local Government Ministry in a circular to heads of government institutions including Chief Provincial Secretaries has introduced a mechanism to grant permanent appointments to employees in the public sector institutions who are on a temporary, casual, substitute, contract or relief basis.
