Ever since Dr. H. W. Howes, the last British Director of Education, left Sri Lanka, we have been talking of educational reform. The first reforms were simple affairs, like adding certain compulsory subjects (e.g., religion) to curricula, etc. The switchover from English to Sinhala as the medium of instruction was to take place slowly after a convenient interval of accommodating students to new systems.
