Cyclone Ditwah was classified by many as a ‘natural disaster’ as it caused islandwide flooding and landslides and tremendous loss of life and damage to infrastructure. It was also an example of a weather event which is a disaster at the extreme of the event-disaster continuum. However, as floodwaters receded a deeper truth became apparent.
