Prof. Priyanga Dunusinghe of the Department of Economics at the University of Colombo said that it is time to resort to methods such as establishing a fuel fund with the aim of minimising the adverse effects on local consumers and producers due to the sharp increase and decrease in fuel prices in the world market.
