THERE is a phrase now being thrown around with reckless ease: “fishing expedition.” It is meant to delegitimize, to suggest abuse, and to paint an image of investigators casting wide nets in the dark, hoping to catch anything that might justify a predetermined conclusion. It sounds persuasive. It is also, in this case, profoundly misleading.
