A severe crisis has emerged in the Kandy District as Divisional Secretaries are unable to make decisions on resettling displaced people, it was revealed yesterday. The issue stems from the National Building Research Organisation (NBRO) issuing blanket red alerts for 20 Divisional Secretariat divisions without specifying the exact locations at high risk of landslides.
