Residents in the Mexican central state of Guerrero are setting up self-defense patrols to keep a powerful cartel out of their mountain towns. They say cartel gunmen have moved in their territory, while police and soldiers rarely appear. The fighting has emptied villages and cut populations sharply. Experts say Guerrero now holds many competing armed groups and that vigilantes are often absorbed, and armed, by the cartels themselves.
