A NEWLY paved road, a freshly built health center, a distributed relief pack. These are signs of a government at work, symbols of progress and service paid for by the people’s taxes. Yet, in the Philippines, these projects almost universally come with an unofficial, yet mandatory, accessory: the giant tarpaulin or concrete plaque bearing the beaming face and name of the local official who “made it possible.”
